Mission: To provide the STANDARDS as the solution for all the Authorities, contractors and consultant to build, maintain and provide accurate & up-to-date As-Built data.

The As-Built standards describe the requirements of the GIS Center in Dubai Municipality for the submission of As-Built drawings prepared by Consultants and Contractors. A consistent standard and format of CAD drawing submissions is of very high importance. These Standards are intended to ensure that appropriate controls are exercised over all such electronic files and their transfer. These Standards are intended to ensure that each CAD feature is unique to facilitate automated data migration from CAD into GIS environment fast and easy. In future we intend to build a mechanism to submit As-Built drawings & schedules online and view status of projects online. 

These Standards apply to all CAD drawings produced for Dubai Municipality and other government Authorities by any consultant/contractor. It is the responsibility of all Consultants and Contractors to strictly maintain the layering structure and data held within the layers as set out in these standards. The GIS Center / Data Section should be contacted immediately if any doubt exists/arises as to the requirements in regard to either the preparation or submission of drawings in accordance with these Standards.

All the standards are available on the web @ www.gis.gov.ae (under “Service & Solutions” then Standards).

Traditionally some of the As-Built drawings are submitted with very minimum changes deemed to be with reference to the actual ground condition. And other case the As-Designed is submitted as As-Built. Due to these practices it affects the protocols of NOC (No objection certificate) and accuracy of the drawing based on ground reality.

These effect in many ways; one such is some times the feature are moved or the design is changed based on ground conditions which does not get reflected on the As-Built drawing which lead to unnecessary making trial trenches increasing the cost and manpower to find the features. On the other hand sometimes they result in assuming that feature does not exist and then due to excavation the existing feature gets damaged leading the contractors to pay a hefty penalty.

 Recommendation:

  1. All the drawings must be checked for appropriate standards.

  2. All features must be surveyed in near-real time as they are laid/built using a proper survey control points.

  3. Nominate staff specially for As-Built drawings updating  using all proper means for field and office update.

Construction Management Application: This is a system administered through a website which will allow all the Consultants and Contractors to submit As-Built drawing and schedule on-line and these will be checked by concerned authority and the approved data is then submitted to GIS Center in the Dubai Municipality. The Construction Management web application visualizes the construction in progress, completed & not started, to facilitate:

  1. The management of large construction projects.

  2. Better coordination of sub-contractors.

  3. Illustrating status of construction for progress reports.

  4. To allow better archiving for legal and contractual purposes.

CAD drawings are converted into GIS, Schedule timeline of construction process is developed, the schedule is created in a database format (i.e. Primavera®, MS Project®)

The schedule is imported into GIS in the same geodatabase as the drawings, a relationship is built between the schedule and the drawings, Feature attributes are added, such as material type, supplier, etc.

This system is currently being used by Dubai Municipality Engineers, Inspectors, Officers, Administrators, etc.. This system will be available in future for external users like Consultants, Contractors, etc..
